2026-27 Access and usage charges

Access and Usage Charges explained:

Your bill is made up of a fixed component for water and wastewater access, and a variable component that covers your water usage.

Prices for the period 1 July 2026 to 30 June 2027 have been set in accordance with the Essential Services Commission’s Determination.

Each year, Westernport Water prepares a schedule of charges in accordance with the Water Act 1989 and the relevant price determinations by the ESC.  The charges include:

  • fixed annual access charges for water, recycled water and wastewater
  • variable charges for water and recycled water usage, trade waste disposal and other miscellaneous services.

Your access charges (fixed)

Your water and wastewater access charges allow us to maintain, upgrade and expand our water and wastewater networks so we can continue to provide you with high-quality drinking water and safe wastewater removal, treatment and disposal, now and into the future.

Liability for Charges
In accordance with Section 144 of the Water Act 1989, Westernport Water, by notice in writing, may declare any land to be a serviced property where provision for water/sewerage has been supplied. Where a serviced property has been declared, annual service charges will apply. Learn more in Westernport Water’s Customer Charter 2023-28

Usage charges (variable)

This charge covers the amount of water used at your property, which is recorded by your water meter. We bill this per kilolitre (kl) of water used.

You do not pay a separate usage charge for sewage collected and removed from your property, this has been incorporated into the fixed charge.

Variable water, sewerage, recycled water and trade waster charges are rounded down to 4 decimal places.  All other charges are rounded down to 2 decimal places.

Melbourne Water Waterways and drainage charge

The Waterways and Drainage Charge is collected on behalf of Melbourne Water. It’s used to protect and improve the health of rivers and creeks in the Port Phillip and Western Port region. It also assists with drainage, flood protection and flood warning systems in rural and urban areas as well as urban development planning. Customers in rural areas are charged at a lower rate to reflect the reduced services provided compared to urban customers. Learn more at MelbourneWater.com.au/wwdc

The Waterways and Drainage Charge will appear each year in your first quarter bill.

For the 2026-27 financial year, the Waterways charge is $71.64
